Scott Royal, Ph.D., is the President and Chief Executive Officer of Westat, a leading research and professional services organization based in Rockville, Maryland. He joined Westat in 2017 as President and was appointed CEO in March 2020, bringing nearly three decades of experience in public health research, data science, and organizational leadership.
Dr. Royal’s leadership emphasizes collaboration, innovation, and the strategic use of data to address complex research challenges across health, education, and social policy. He fosters a culture that supports excellence in research design, statistical analysis, and the application of evidence to improve outcomes for government and commercial clients. His career includes technical and management roles at major research firms, and he actively supports community organizations such as the Children’s Inn at the National Institutes of Health.
